Nothing to really feel bad about. Magellan won the fight. He beat them every step of the way... he just didn't quite make it in time. Even our protagonist can have this occur to him, as we've seen before. It remains to be seen if Luffy makes it in time for Ace too.
Also, I thought the same thing as Luffy when I saw the whale sharks! Literally the first word that popped into my mind was "cool"!!!

Thats a tough one. The OP thing about his power is that it isn't poison... not really. Its more like an extremely potent acid that also happens to be poisonous. So it both poisons and dissolves things, which is extremely hard to deal with. Logia users tend to counter each other. Luffy found one way to fight him, but in the Demon form, the wax didn't work anymore. Perhaps there is a material that wouldn't sustain dmg to the poison Luffy could use as armor? Failing that, the only thing I can think that would work is something related to Haki, which as we can see can cause ordinary blows to do dmg to Devil Fruit users. Haki + something that is at least resistant to the poison would be required for Luffy to have a chance I think.
Jinbei might have a chance to be honest if the fight were close enough to the water, because he could just douse Magellan with a big shot of ocean water, temporarily take away Magellan's powers due to that, and then kick Magellan into the water, game, set, match. But most Devil Fruit users quickly learn to be very cautious around water, and so I doubt this would be very effective except as a surprise move.

Thing is he isn't a Logia, he's a Parmecia user. He has some aspects of a Logia's power, but his body isn't composed of the acidic poison itself, it only produces it. That's the main reason why Luffy was even able to land a solid blow on him, whether with Galdino's wax or not. Logia users would be able to sidestep his powers fairly easily short of Venom Demon, but everyone without Haki and/or some way to protect themselves would be pretty well screwed.

I thought an effective way to fight would be something like long range, maybe something like Robin’s powers but not Robin cause im pretty sure she could still feel the poison
Maybe Nami’s fighting style would be most effective cause the poison is still a liquid and lighting with a liquid would be really good

As others have mentioned I also feel bad about Magellan. He's strong and after all he was doing his job. Yes government sucks but let's be honest the prisoners there weren't all angels.

Magellan's powers make no sense at all, poison is not venom, and his normal poison acts more like acid.

Perhaps it might've made more sense to label it as the Toxic devil fruit instead, would explain everything except for the acidic properties of said chemicals.

Second theory below is based off much more recent chapters in the manga, read at you risk of spoilers.

Going off of Vegapunk's hypothesis of Devil Fruits being the result of the human will to achieve the impossible though, it may be possible for said incongruities to be a result of that.

Magallen is just doing his job but he's fighting the wrong guy. The actual bad guys are still on the losse.
